| Content: | This item contains comprehensive information regarding foreign nationals, including indigenous civilians, who were residing in the Rabaul area at the time of the Japanese surrender. These foreign nationals are categorised into foreign servicemen and staff, non-military foreign nationals, and indigenous people. There were a total of 8,155 foreign servicemen and staff in Rabaul, including 1,397 Chinese, 688 Malay, 5,463 Indian and 607 Indonesian nationals. The document notes that foreign servicemen consist of (liberated) POWs who had pledged their loyalty to the Japanese Forces and civilians who had volunteered or paid to accompany the Japanese Forces. Some foreign servicemen were transferred from the South Area Army to the South East Area Army. There were 154 civilian American and European nationals and approximately 1,060 Chinese nationals in the Rabaul area when the document was produced. Approximately 30,000 indigenous people were under the control of the South East Area Army at the time of surrender. On New Ireland, a total of 432 foreign nationals were held at designated areas to avert bombardment by the Allied Forces. There were approximately 20,000 indigenous people on the island. Attachments include a list of foreign personnel by unit, a list of foreign nationals including names, gender, nationality, age and occupation, a list of contracted Indian workers and a list of Australian and British nationals residing in the Rabaul area since the start of the war. The last of the attachments is an announcement regarding the termination of the war and the treatment of POWs hereafter, which was issued by the Commanders-in-Chief of the South East Area Army and the South East Area Fleet. |
