| Content: | This item is a memorandum from Colonel MATSUHISA regarding the operation of courts-martial after the Japanese surrender. Issues discussed include the authority of General IMAMURA regarding the opening of courts-martial, legitimacy of courtsmartial under the military regulations after the surrender, punishment and fine of offenders, operation of courtsmartial at camps, etc. An attached document, possibly a reply to the above memorandum, argues that the Imperial Army's regulations would be valid until the completion of repatriation. MATSUSHITA informs the recipient that his opinions may differ slightly from those of the Commander-in-Chief or the Chief of Staff, and recommend the recipient to have his opinions verified by either the Commander-in-Chief or the Chief of Staff. |
