Content: This item is a memorandum from Colonel MATSUHISA regarding the operation of courts-martial after the Japanese surrender. Issues discussed include the authority of General IMAMURA regarding the opening of courts-martial, legitimacy of courtsmartial under the military regulations after the surrender, punishment and fine of offenders, operation of courtsmartial at camps, etc. An attached document, possibly a reply to the above memorandum, argues that the Imperial Army's regulations would be valid until the completion of repatriation.
