Content: This item is a draft of a letter from Lieutenant General KATÔ to the Commander of the 11th Division regarding the arrival of Japanese POWs from Lae. A total of 442 POWs arrived in Rabaul on 17 February 1946, including 423 Japanese, 12 Korean, five Indonesian and two Formosan nationals. Japanese POWs were to be evenly distributed to Japanese camps in the Rabaul area, while foreign workers were to be attached to the Kokopo (11th) Camp.
