Content: This item is a notice regarding the Imperial rescripts and military orders which should be the moral basis for the conduct of the Japanese Forces after surrender. The sender (most likely General IMAMURA) quotes the Imperial rescripts which require the Imperial headquarters to direct the forces under the orders of the Supreme Commander for the Allied Powers (SCAP). He also makes reference to a military order which requires members of the Japanese forces to obey orders of SCAP or of any relevant authority without delay. He argues that the Japanese forces in Rabaul should obey orders of the Australian forces, as obeying their orders means acting in conformity with the instructions of the Imperial headquarters and of the Emperor. The notice also includes a set of instructions given to the Commander of the 8th Area Army by Major General Eather, Commander-in-Chief of the 1st Army.
