Content: This item is a draft of a letter from Lieutenant Colonel ÔTA to Chief of Staff KATÔ. Matters discussed include main duties of Colonel SANAGI as a member of the defence counsel for suspected war criminals, finance for war crimes trials and queries from Lieutenant Colonel SHINOHARA regarding the legitimacy of courtsmartial. Colonel SANAGI was to report the situation at the war criminals' compound to his superiors and take necessary measures against problems, deal with personnel affairs regarding the defence team, negotiate with the Headquarters of the Working Groups about provisions and remuneration and conduct general administrative duties. Colonel SANAGI was also expected to take measures to improve the quality of legal services provided by the defence counsel, interpreters and other staff. The letter also discusses the use of the army's intelligence budget to compensate the defence team. In addition, ÔTA reports on SHINOHARA's queries and summarises his reply to SHINOHARA.
