Content: This is an Allied Translator and Interpreter Section (ATIS) translation of a Japanese publication concerning Hokô Law, a system of policing and self-government of Chinese origin, as it applied to Formosa and was proposed for the Philippines. The first document is a manual entitled "Training manual for heads of Ho, Ko and the Union of able-bodied men", issued on 30 August 1937 by Tainan Police Department Peace Station. It was captured on 5 September 1944 at an unknown location. It contains general explanations of Hokô law, the objectives and history of the Hokô system, and the duties of heads of Hokô officials. The second document was captured in Manila on 11 February 1945 during the US campaign to recapture the Philippines and is a collection of pamphlets entitled "Provisional Hokô regulations" dated July 1942, "Chart of approved mayors and provincial governors" issued on 1 August 1942 by the Military Administration Inspectorate Department, and "Main features of the Hokô system". These pamphlets contain information on Hoko regulations, the organisation, maintenance and supervision of the Hokô, officers of the Hokô and their duties, census taking, expenditure and punishment.
