Content: This item is a copy of an address given by General IMAMURA, Commander-in-Chief of the South East Area Army, to the heads of Japanese camps in Rabaul. Its aim was to provide instructions on communications with Australian officers, as Japanese camps were to be placed under the direct command of the Australian forces at the beginning of 1946. IMAMURA instructs the heads of camps to observe good manners in communications with Australian officers, since their (ill) behaviour would be reflected on the treatment of their subordinates by the Australians. On the other hand, he also warns them that self-abasement and use of blandishments would encourage Australians to behave more haughtily. Other issues discussed include nourishment for camp residents, communication between the heads of camps, hygiene, prevention of fires, and the schedule of repatriation from Rabaul.
