Content: The first part of this item is a memorandum regarding an unfavourable report on affairs in Rabaul by KITAGAKI, former war correspondent. He reported that strong militarism was intact at Japanese camps in Rabaul, and that high-ranking officers were indulging in luxury while their subordinates were made to toil for food. The Chiefs of Staff of the South East Area Army and the South East Area Fleet argued that repatriated journalists had begun fabricating stories critical of militarism, fearing that they might otherwise be perceived as military sympathisers. The latter part of the document is a report on the situation in the Talili camp. Issues discussed include construction of major facilities, food supply and production, work schedule for commissioned officers, etc. The document also includes a record of previous memoranda regarding the construction of the Talili camp.
