Content: This item appears to be a draft of a memorandum to notify that GHQ had approved the use of repatriation ships for transporting emergency supplies. Use of available space in repatriation ships was permitted in the cases where emergency supplies could not be readily transported due to the shortage of space on supply vessels or where the volume of emergency supplies to be transported was too small to justify operating a supply vessel.
