Content: | This item is a letter dated 13 April 1946 from Vice Admiral KUSAKA, Commander-in-Chief of the South East Area Fleet, to his counterpart in the 8th Military District. The main issue discussed in the letter is the function of the Public Welfare Office which governed indigenous people and civilians in the areas controlled by the Imperial Navy during the war. The purpose of the letter is to clarify the roles of the Public Welfare Office in relation to war crimes trials involving members of the South East Area Fleet. KUSAKA argues that the Naval Civil Administration was established to protect civilians and indigenous people from the danger of the war, and expresses his disbelief in the allegation that staff of the Naval Civil Administration were involved in war crimes.
