Content: | This is an Allied Translator and Interpreter Section (ATIS) research report issued on 26 April 1945 on a system of policing and self-government of Chinese origin known as Hoko. The report contains a brief history of the Hoko system, the relationship of Hoko to Shinto religion, the idea of racial equality and democracy, how Japan adapted the Chinese system of Hoko, how Hoko contributes to "group control", the means by which Hoko was implemented and the application of Hoko in occupied territories. This report provides a revealing insight into the way Japanese society and the reasons for the war was understood in official circles. The prevalence of the Hoko system, combined with Shinto, was seen by ATIS researchers as the key to the "amazing docility" of the Japanese people. The existence of these systems of governance and control, the report suggested, offered the Allies a ready-made means of exerting post-war control of the Japanese people. |
